近日,浙江省发展改革委、省市场监管局出台了《关于进一步优化规范电动汽车充换电设施用电价格有关事项的通知》,提出优化经营性充换电设施峰谷电价,设置全天11.5个小时的低谷时段,尖峰电价上浮比例由原80%下调为50%,低谷电价下浮比例由原53%扩大为60%。预计政策执行后,浙江充换电设施平均用电价格将下降10%至15%。
详细优化情况如下:
一、优化规范充换电设施用电价格
按照分类管理原则,将电动汽车充换电设施分四类进行价格管理。
1.**类,即居民家庭住宅及执行居民电价的非居民用户中向电网企业直接报装的充换电设施,用电价格执行居民合表电价,可选择执行电度电价或峰谷分时电价,具体价格水平见表1。
2.第二类,即居民住宅小区中向电网企业直接报装的充换电设施(含集中式),用电价格执行居民合表电价,需执行峰谷分时电价,具体价格水平见表2。
3.第三类,即在其他场所中向电网企业直接报装的经营性集中式充换电设施,用电价格执行工商业两部制电价,并执行峰谷分时电价,2030年前免收需量(容量)电费。对应的峰谷时段划分及峰谷电价浮动比例详见表3。平段电价由市场化形成,峰谷电价以平段电价为基础按浮动比例形成。平段电价包含上网电价、上网环节线损费用、系统运行费用、输配电价、政府性基金及附加。
4.第四类,即所有未向电网企业直接报装的充换电设施,用电价格按其所在场所对应的电价执行。
二、规范充换电服务收费行为
1.电动汽车充换电设施经营主体除向用户收取电费以外,可向用户收取服务费用,服务费用实行市场调节价,由经营主体基于弥补成本、合理收益自主制定。
2.经营主体应严格执行明码标价,在经营场所及充换电 APP 等醒目位置公示充电价格,包括总的充电单价(即“一口价”)及电费、服务费分项单价等三个价格信息(示例详见表4),不得在标价之外收取任何未予标明的费用。
3.经营主体应通过服务费用回收除电费外的成本及获取收益,不得在电费中加收其他费用。
