Hubei electric vehicle charging price changes

 Wuhan On December 1, the State Grid Wuhan Power Supply Company held a press briefing and stated that it would accept applications from residential electric vehicle users for time-of-use electricity pricing at their own charging piles from now on. According to estimates, electric vehicle owners with self-owned charging piles in Wuhan choose to fully charge their pure electric vehicles during off-peak hours, which can save more than 10 yuan compared with the original method.

 In accordance with the Hubei Provincial Development and Reform Commission's notice on the implementation of time-of-use electricity prices for residents' electric vehicle charging and swapping facilities, Hubei Province will implement time-of-use electricity prices for residents' electric vehicle charging and swapping facilities from December 1, 2023. After the notice was issued, the time-of-use electricity price policy was implemented in all areas, all-weather, and all-round for electric vehicle charging and swapping.

 The time-of-use electricity price division period determined by this notice is: the peak period is from 8 pm to 10 pm, a total of 2 hours; the peak period is from 5 pm to 8 pm and late at night from 10 pm to 11 am, a total of 4 hours; the off-peak period is It lasts from 7 a.m. to 5 p.m., a total of 10 hours; the low time is from 11 a.m. to 7 a.m. the next morning, a total of 8 hours.

 It is understood that the implementation method of this time-of-use electricity price policy is to fluctuate up and down based on "off-peak hours". The electricity prices during peak and flat periods are based on the combined meter price standard for residents. The electricity prices during peak and peak periods are based on the flat electricity prices, with an increase of 0.1 yuan and 0.2 yuan per kilowatt hour respectively. During the off-peak period, the electricity price is based on the flat electricity price, which is reduced by 0.15 yuan per kilowatt-hour.

 Taking residential electric vehicle users with a voltage level of less than 1 kV as an example, after choosing to implement time-of-use electricity prices, the electricity price for flat periods will be the current residential metered electricity price of 0.58 yuan/kWh, the electricity price during low periods will be 0.43 yuan/kWh, and the electricity price during peak hours will be 0.43 yuan/kWh. The electricity price is 0.68 yuan/kWh, and the electricity price during peak hours is 0.78 yuan/kWh.

 The time-of-use electricity price policy implemented this time follows the "voluntary principle." Residential electric vehicle owners can choose whether to implement time-of-use electricity prices at their own charging piles. Electric vehicle owners who are willing to implement time-of-use electricity prices can apply to the power supply company, which will replace or adjust the time-of-use energy meter within 5 working days of receiving the user's application, and start implementing time-of-use electricity prices the following month.

 According to the State Grid Wuhan Power Supply Company, residential users who are willing to pay for real-time time-of-use electricity prices only need to provide valid identification of the electricity user (such as ID card, household registration book, etc.) through the "Online State Grid" APP or the power supply business hall. Apply to adjust the billing method of self-owned charging piles to time-of-use electricity prices.

 In addition, for residential electric vehicle users who newly installed on or after December 1, 2023, they can directly choose whether to implement the time-of-use electricity price when applying for the time-of-use electricity price, and it will be implemented immediately after the application is completed.

 It should be reminded that after resident electric vehicle owners select a time-of-use electricity price policy, the implementation period shall be no less than 12 months, and they may apply for adjustment after 12 months. Residential electric vehicle owners who do not choose to implement time-of-use electricity prices will still be billed according to the original method.

 The time-of-use electricity price policy implemented by Hubei Province will be implemented from December 1 and will be valid for one year. The Hubei Provincial Development and Reform Commission will track and evaluate the implementation effects and make adjustments and improvements as appropriate after one year.
